The Supervisors meet on the third Monday of each month
at 7:00 p.m. in the Township Building, 80 Globe Mills Rd.
The regular meeting of the Middlecreek Township Board of Supervisors was held on Monday, December 19th at the Township Building, Kreamer Pa. Chairman Donald Athey, called the meeting to order at 7:00 pm.
Present were: Donald Athey, chairman, Carl Landis, vice chairman, Richard Constant, supervisor, Robert Slivinski, solicitor, and Jane Kessler, secretary. Also present were Richard Krohn, and Donna Constant, Steve Savidge, Henry Moyer of the planning commission and Shannon Moyer, KFD. Total in attendance was 18.
The minutes of the meeting of November 21st were approved as presented by motion of Richard Constant, seconded by Carl Landis, all in favor.
Kreamer Fire Department: Shannon Moyer reported that since last meeting the KFD responded to 7 emergencies for a total of 53 staff-hours. This year to date total is 107 emergencies for a total of 7791staff-hours. Of the 107 emergencies, 62 were in Middlecreek Township. They have spent 42 staff-hours in training since last township meeting. The Apparatus fund total is $4,500.00 and the total account balance is $20,274.91. Equipment reports are on file. The Kreamer Fire Department officers for 2012 are Fire Chief: Shannon Moyer; Deputy Chief: Dustin L. Sampsell; Assistant Chief: Shane M. Moyle; Apparatus Foreman: Travis Dunkelberger. Administration: President: Kevin Hood; Vice President: Joseph Davies; Treasurer: Julie Eriksson; Secretary: Sue Hollenbach; Trustees: Gary Hood, Judy Robinson, Michelle Moyer.
Planning Commission & Ordinance Enforcement Report: The planning commission made a request to the supervisors to appoint Henry Moyer as the planning commission inspection officer for the township. This position would require him to inspect driveways, HOP’s, storm-water management and building set-back lines as well as any other inspections that might be required at the direction of the township planning commission. A follow-up report on the Dillman property on Hollenbach Rd. will be reviewed at the next township meeting of January 16, 2012 by the township supervisors. The supervisors assured the planning commission that they have inspected the driveway area of Bingaman’s Lumber and it has met their approval.
Park and Recreation Committee Report: No report. Next meeting will be held on January 11, 2012 at 7:00 pm at the township building.
Solicitor’s Input: The solicitor attended the FEMA seminar in Middleburg for FEMA updates.
Supervisors Review/Discussion: Middleburg police report; planning commission meeting minutes; recreation meeting minutes; PSATS NewsBulletin; township’s re-appointment list for 2012 re-organization meeting. Secretary shall contact local townships, PSATS and county for job description of an Emergency Management Coordinator position. Don Athey made a request to purchase two (2) salt spreaders from Kent Dunkelbeger for the amount of $2,500. Penn Twp. has boom mower parts. He would like to request to bid on the boom mower parts or Penn Twp. said they could possibly trade (maybe for mowing) in Penn Twp.
Supervisors Actions: By motion of Richard Constant, seconded by Carl Landis, all in favor, Henry Moyer was appointed as the planning commission inspection officer of the township at $15.00 per hour plus mileage. The 2012 budget resolution 2011-05R, along with resolutions 2011-06R-07R regarding tax rates were adopted by one motion of Carl Landis, seconded by Richard Constant, all in favor. No township tax increases for 2012. SALDO ordinance update 2011-5 was adopted by motion of Richard Constant, seconded by Carl Landis, all in favor. Adoption of resolution 2011-08R was made by motion of Carl Landis seconded by Richard Constant, all in favor, designating signature authority of the township for township reimbursement of KMA services performed on the 2008 Freeburg Rd. bridge project. By motion of Richard Constant, seconded by Carl Landis, all in favor, the township shall join PSATS Emergency Management Association. Dues are $125.00 per year.
Secretary: Capital Purchase, State Fund, KFD Apparatus accounts have been opened in Northumberland National Bank. By the end of January 2012 all accounts will have been transferred to Northumberland.
2011 contributions have been made to the Middleburg swimming pool, $1000, SUNHome Health, $750.00 and $750.00 to the Snyder County Library System. District Justice Office for township will be at the Selinsgrove location; unemployment compensation rate for the township dropped from 9% to 7% for 2012.
Bill Payment/Payroll: After the supervisors reviewed the bill payment/payroll report, a motion was made by Carl Landis, seconded by Richard Constant, all in favor, expenses paid as follows: PA and FED Taxes; PLGIT Gen Cks. #5540-5583; PLGIT St Lt Cks #281 for $546.75; for a grand total of $30,201.75 in expenses since the last meeting.
